Just out of curiousity, you do not wish to re-initialize services by stopping and starting them? Might be faster and less intrusive than a reboot. On the other hand, maybe you want to reboot just to make sure the system comes up clean after cfengine tinkered with it? Just curious what is the intention behind the reboot?
