To be honest I'm not sure how to fix this, and we're a bit stretched for time here at this minute. My guess is that I upgraded the basic texinfo.tex file from GNU and this disappeared. I'm not sure why. Perhaps you can figure out what needs to go into it to add the contents back? See: the files in http://source.cfengine.com/browse/core/trunk/docs/ If you can see what got lost, it would help with a little Open Source feedback. My hint is to compare to texinfo.tex files in places where you see the table of contents.
