Another thing that you can do is build Pkgsrc (www.pkgsrc.org) and the 
framework will take care of the dependencies for you including modern DB.

You can bootstrap pkgsrc with XLC if you have lots of $$$$ or you can use 
the GCC from the AIX RPMs from IBM.

aix# /opt/pkg/sbin/cf-serverd --version
This comprises cf-serverd core community version 3.1.4 - Copyright 
Copyright (C) Cfengine AS 2008,2010-
aix# pkg_info|grep -i cfeng
cfengine-3.1.4      Tool for automating system administration
aix# pkg_info -V

aix# uname -a
