A typical "INI" file has multiple sections, each starting with lines such as "". The contents of each section are usually quite different, so the examples in the documentation are geared towards selecting one particular section and inserting a line in that one section. In the case of Linux (Redhat etc.) yum "/etc/repos.d/bar.repo" files, it can be desirable to ensure the presence of an identical "proxy=..." line into all sections of each file, regardless of section titles (not just into one selected section).
