Generally you define inputs and the bundle sequence in promises.cf.  You can 
customize these by class, thus having difference inputs and a bundle sequences 
for different hosts.  However, in my experience this is seldom worth the effort.

Yes, you can have bundles that may contradict each other.  Sometimes 
cf-promsises will warn you about this situation.  One way to avoid this is by 
using classes carefully.  For example:

redhat.!smtp::
  "your iptables promise here"

redhat.smtp::
  "your other iptables promise here"
