These have nothing to do with ssh keys. The basic steps you need are: 1. Run cf-key on both server and client to generate a a key pair for each. 2. Copy /var/cfengine/ppkeys/localhost.pub from the client to /var/cfengine/ppkeys/root-1.2.3.4.pub on the server.
