Completely agree. To me the hardest thing about cfengine has been to grasp its declarative nature, since I hadn't had much experience with declarative languages before. There's a lot of built-in behavior (normal ordering, the three passes, implicit looping, etc.) that you have to know in order to effectively write cfengine policies.
