Neil,

 These promises relate to a RHEL 6 machine.  From a clean state, the fact that 
a directory does not exist would also imply there has been no logical volume 
created or mounted to it.  From this state I feel safe in assuming that if the 
directory needs created, a logical volume needs created, too.  The use here is 
when a new user is added to the system, it is a one time action to provision 
space for them, and from then on the directly should always exist and the 
promise will not need repaired (and no LVM need be created).

 I do think though that having one promise for the directory, and one promise 
for the associated volume is an excellent idea! I'm still getting used to the 
promise theory, and have a hard time kicking the stepwise habit...
