Cfengine uses locks to avoid conflicts in the event multiple cf-agents are running at once (among other things). See the blurb on Locks in the ref guide: http://www.cfengine.org/manuals/cf3-reference.html#When-and-where-are-promises-made_003f Just a guess, but this probably meant that cf-agent was running when the system came down and didn't get a chance to exit cleanly.
