When I run the example as is in cfengine reference manual  chapter 11.68 (the 
simple regextract example) using most recent ubuntu binaries, I get

cf3:./a.cf:13,76: Unknown built-in function regextract(), near token ')'

same thing happens when I compile cfengine 3.1.4 myself, anything Im missing 
here? this function should be available in the community version right?

$ cf-agent --version
This comprises cf-agent core community version 3.1.4 - Copyright Copyright (C) 
Cfengine AS 2008,2010-
$ cf-promises -f ./a.cf
$ cf-agent -K -f ./a.cf 
cf3:./a.cf:13,76: Unknown built-in function regextract(), near token ')'
Summarizing promises as text to ./a.cf.txt
Summarizing promises as html to ./a.cf.html
cf-agent was not able to get confirmation of promises from cf-promises, so 
going to failsafe
Can't stat file "/home/erikh/.cfagent/inputs/failsafe.cf" for parsing
 !!! System error for stat: "No such file or directory"
