As suggested above, you want to go on the server, stop cfengine, and then manually run "cf-serverd -v > logfile" Immediately switch to the client and try running cf-agent again. Then Ctrl + c on the server and start cfengine3 normally. The client gets a generic refusal from the server for security reasons (the less a would-be attacker knows about why they were rejected the better). You'll find that the cf-serverd verbose output will likely give you a direct explanation for why the client got rejected.
