The order is matter, if you'd like to ensure promises converged in one run and to confirm promises depend on the other promises. Also, there is no point to run cfengine only once either. Every time, you run cfengine, your system gets better and better. Regarding your code, the system will be convergent (a user added and has a valid password) if you let cfengine roll out in 10 minutes.
