We don't manage our cisco switches and routers with cfengine, but we do pull down the configurations on a daily basis using some expect scripts. We then check these into a subversion tree so that we have a history of all changes to our switches and routers. This gives a good place to start any regular auditing of changes. One could do just the opposite of what I do and check into the subversion tree what you want the configuration to be and write something what would generate a list of expect commands to load the new configuration into the switch.
