Subject: processes: warn if not running but not restart [cfengine2]

Is there a way to just warn/alert if a process is not running *without*
restarting it?
processes:
"vsftpd" restart "/etc/init.d/vsftpd start" inform=true
$ /usr/sbin/cfagent --version
GNU cfengine 2.2.10
$ uname -a
Linux desktop 2.6.18-194.8.1.el5 #1 SMP Thu Jul 1 19:04:48 EDT 2010 x86_64
x86_64 x86_64 GNU/Linux
