The comments still apply. cf-execd is very stable these days, and can be restarted by a cf-agent that was started by a cf-execd, that..., without the whole universe disappearing into a puff of logic. Neil's approach is fine. The processes cost very little to run. Memory leaks are pretty much gone as far as I know.
