Hello Aleksey.
I am also using RHEL5. It works for me by using this line:
package_method => yum,
Here is an example of a complete policy I have for maintaining SSH installation:
"openssh" -> "Secure Shell package"
comment => "Verify OpenSSH is installed once per night",
package_policy => "add",
package_method => yum,
package_architectures => { "$(sys.arch)" },
action => if_elapsed("1440");
