This is expected. An atom is an atom. If you change an atom, it is a different element, not an act of alchemy ;-) Cfengine has no way of knowing that your new atoms (which no longer matches anything) is an edit of an old one. This is the nature of convergence to end state, rather than transaction oriented processing (which is unstable).
