Hm, is there any system that can generate all widely used virtual appliances at one go? I'm not sure if there is any format that would work with most of them.
Live CD seems a better idea for me. What is in your mind, how should it work? If you can give a high level overview I'll take a look into the implementation (as long as you need my help at all).
