Or you might break everything to specific aspects rather than a feature comparison such as; simplicity, performance, scalability, reliability, usability, user base or even community support.
For simplicity, I might say Puppet is easier to understand at first and a learning curve of Cfengine could be too steep for many people. Scalability, both product do pretty good in their own way, but Cfengine is aimed to support larger infrastructures than Puppet. No doubt about Cfengine is clearly a better solution in Reliability (strongly distributed). The failure of the Puppet master can cause clients to deviate from the configured state (single point of failure). I don't know about the community of Puppet. Some people claimed that Puppet community is larger and more eager to help, for me, Cfengine community, of course.
