My CF2 is rusty but I've not heard of 'Hr00_23' as a time class. Have you tried it and does it work? You'll want to look up splaytime which will help with the random bit. I would not recommend scheduling once per day. I would do it twice per day. Once via cron and the other via cfexecd. In this way each method is a backup against the other failing.
