We're still learning V3, and I think a light just went on...
So you're saying that in my example the first run made the change, and then the 
second run was basically validating that the change was made. That the promise 
was kept.

So should bundles such as disable_xinetd be using "policy => overrideable"?
Should http://www.cfengine.org/manuals/cf3-solutions.html be updated?
