Umm....possibly. :) I've never used Community, so I guess I don't know exactly 
where the differences are. However, promises.cf reads that file into a variable 
$(def.policy_server), so it is probably just a convenience provided with Nova. 
Community has to have the policy server defined somewhere, so there's no reason 
this couldn't be manually defined just as easily.
