The file was deleted, and needed repairing. If you look at the verbose output you will see that Cfengine will report that the permissions are as expected; while the file was deleted? It seems like odd behaviour to me that Cfengine reports that a promise was kept that I did not make. I do not want it to look a the permissions of the file, I have a different bundle for that.
