Not to state the obvious, but have you tried copying from the host that is
able to download onto the host that isn't? Sneakerware perhaps? (USB
memory stick?)

403 Forbidden would suggest either OSUOSL doesn't like that specific
server IP or there's a firewall somewhere in between doing L7 filtering (I
know Microsoft ISA Server can do just this sort of thing with these exact
symptoms...resulting in much gnashing of teeth from the weary sysadmin ;)

I'm happy to email you the versions you require as an attachment if
that'll suit...?
