I have thought about this a bit...  One could setup a semaphore-based class,
so cf-serverd restarts when its config timestamp changes...  Which is easy
enough, though admittedly a hack since there is an official way, but the
real point is this may very well have real advantages to always re-reading
on change.  At the very least, it may be useful (community edition or not)
to provide an easily accessible knob for controlling the behavior.  This is
just based upon past and present experience managing other operational
daemons that auto-restart on config-change.
