Speaking of roles someone asked the other day about having lesser 
privileged users running Cfengine along side normal administrators.  For 
example a typical set of promises might involve services like SSH or NFS. 
Suppose that an application team exists and would like to use Cfengine 
along side the sysadmins.  These users would require promises that control 
services such as Apache or Tomcat.  Ideally the sysadmins want the 
application team to maintain their own promises.  How can this happen 
while ensuring that the policies are run at a privilege lower than 'root'?
