Canonify might help you.

For grouping like systems I often must do so manually using a common 
bundle.  For example

# Since vars are defined before classes custom classes will need to be 
defined
# here, outside of their relevant bundles and ordered bofore most other
# promises.

bundle common classes {

    classes:

        "all" expression => "any",
        comment => "Used when the any class will cause warnings.";

# Separate hosts into two classes: ntp server and ntp clients.
        "ntp_server" or => {
            "dnsone1_example_com",
            "dnsone3_example_com"
        }, comment => "NTP servers";

        "ntp_client" expression => "redhat|debian.!ntp_server";

        "ntp_all" expression => "ntp_server|ntp_client";

        "syslog_server" or => {
            "syslga01_example_com",
            "syslgb01_example_com"
       }, comment => "Syslog servers";

       "phost" expression => classify("${g.phost}"),
       comment => "Policy host.";

}
