I thought I understood max_children for the agent but now I'm not so sure. 
 Normally I do not specify max_children and during runs on Linux hosts I 
monitor the system using top.  I've never seen more than one cf-agent 
process at a time.  In an experiment I set max_children to ten.  When 
cf-execd was invoked I expected to see perhaps more cf-agent processes but 
not more than ten.  Instead the number of processes I saw was off the 
scale.  The five minute load average climbed into the hundreds.  The run 
completed and the agent processes disappeared.  The run log showed some 
unusual entries.

 !!! System error for rename: "No such file or directory"

Also, some promises appear to have been run multiple times.  Was my 
original assumption regarding max_children incorrect?
