Please consider this test.

Expected results:  'hello world' would be echoed three times.  Once for 
each of the three runs in a single cf-agent invocation.

Actual results:
[r...@unxxhd01 inputs]# cf-agent -f ./foo.cf 
Q: ".../bin/echo 'hell": hello world
I: Last 1 QUOTEed lines were generated by promiser "/bin/echo 'hello 
world'"
I: Made in version 'not specified' of './foo.cf' near line 26

I think I need a deeper understanding of locking and ifelapsed.  Why does 
ifelapsed => 0 not allow the promise to be run each and every time?  I 
realize that this example is trivial.  In more practical policies I see 
the need to have a promise verified more than once per invocation.  Is 
this possible?
