Using cf3 you can keep the list of hosts in a separate file and read them into a list( http://www.cfengine.org/manuals/cf3-reference.html#Function-readstringlist ). This could make thing a little more manageable. Still, I agree that if you are trying do to this for thousands of hosts a more dedicated service should be considered.
