Details:

In /gnuhealth-3.6.3/health_federation/setup.py, open with UTF8-encoding:
def read(fname):
       return open(os.path.join(os.path.dirname(__file__), fname),
encoding="UTF-8").read()

Remove executable flag from /gnuhealth-3.6.3/health/icons/federation.svg

health_ems/doc/index.rst and health_iss/doc/index.rst are 0 byte - pls remove
