There is quite a bit of code that has to do with upgrading from older GNU Health versions. I think it is sane to remove the migration code previous to version 3.0. That leave a leaner and cleaner codebase. GNU Health 3.2 introduces quite a bit of changes (Python3, Tryton 4.2, Federation, ... ) and I think it's good to take the opportunity to do some previous house cleaning.
