Follow-up Comment #1:
We no longer need the legacy newborn ID, since it's using the PUID.
We will still leave it on 3.0, but not required. It's now deprecated and it
will be removed in 3.2
If we want to record the ID from another institution, we can always put it on
the list of alternative IDs on the person.
