Hi all,

I would like to propose that HDFS-17384 to be merged to trunk:

- PR Link: PR#6762 - HDFS-17384: [FGL] HDFS NameNode FGL Phase I
<https://github.com/apache/hadoop/pull/6762>
- Branch to merge from: HDFS-17384
- Target branch: *trunk*

*Key Changes:*
1. Introduces a Fine-Grained Lock Mode, which replaces the single Global
Lock with

- A Global FS Lock (FileSystem operations)
- A Global BM Lock (Block Management operations)
- Retains the Global Lock Mode as the default configuration.

2. Ensures no changes to processing logic or user-facing functionality in
this phase

*Tests and CI:*
1. All unit tests, integration tests, and CI pipelines have passed
successfully.
2. The FGL Phase I has been successfully running in production environments
at Shopee and BOSS Zhipin for over six months, with no reported performance
regressions or stability issues.

*Voting Options:*
Please cast your votes on this merge request:

- *+1* : Approve the merge
- * -1* : Disapprove the merge (please provide a reason)
- * 0* : Abstain

This vote will remain open for at least *1 week*, closing on *2025-01-17*
(or
until a consensus is reached).

I'd like to call out the contributions of Hui Fei, Chenyu Zheng, Yuanbo
Liu, Haobo, Zhang, Haiyang Hu and Felix N who have all contributed
significantly to getting this branch to its current state.
I would also like to thank those who actively participated in FGL and
raised questions.

I'm start us off:

Looking forward to your feedback.
Best regards,
ZanderXu
