{{ozone-om-ha}} and {{ozonescripts}} build images based on
{{apache/ozone-runner}}.
Problem: They do not specify base image versions, so it defaults to {{latest}}.
If a new {{ozone-runner}} image is published on Docker Hub, developers needs
to manually pull the {{latest}} image for it to take effect on these derived
images.
Solution: Use explicit base image version (defined by {{OZONE_RUNNER_VERSION}}
variable in {{.env}} file.
