Summary: Consolidate XCeiverClientManager instantiation

All the things that are necessary for an XCeiverClientManager instance to be
created should be the Configuration object.
In a secured environment, we have some initialization logic that needs to be
done by the clients of this class, this would be better if encapsulated
internally by the manager's construction logic.
