This can be done in the following two scenarios:
1) scm has not been "-init"-ed
If ozone security is enabled, we will bootstrap genesis CA along with "scm
--init".
2) scm has been "--init"-ed but without security enabled.
Now, we want to enable security on an non-secure scm cluster. This can be done
with
"scm --init -security"
