Similar to HDDS-214 I open this issue to discuss all of the release related
issue in this jira.
The jira id also could be used in the commit message of the technical commits
(such as tag/version bump)
As a summary, ozone 0.3.0 could be release in the same way as ozone 0.2.1. We
don't need to upload the artifacts to the maven repository (it requires
additional work).
