HDFS-12090 will require synchronisation of data from HDFS into an external
endpoint. This is being done using SnapshotDiffReports. There exists code to
run through the algorithm in DistCpSync, so instead of rewriting the same code
in hadoop-hdfs project, they can both use common code in hadoop-hdfs-client.
