Currently after the allocation of pipeline SCM also creates the pipeline using
{{XceiverClientRatis}}. Creation of pipeline has to be moved to the client from
SCM. This is because the communication between Datanode and SCM happens only
through heartbeat (and container report), Datanode sends heartbeat to SCM and
SCM sends commands to Datanode through heartbeat response.
