HDFS-10917 added various peer performance metrics on individual DataNode. These
metrics should be reported to NameNode as part of heart beat messages. In
addition, NameNode should maintain the corresponding metrics but in a way of
aggregation, and therefore friendly consumable by DataNode self-healing actions
afterwards.
