Resolution: Not A Problem
I've verified in testing of the HDFS-3077 branch that the above is true.
Because the shared edits dir is marked as "required" in the configuration, if
it fails to commit to a quorum, the resulting IOE makes the namenode abort.
There are also several unit tests which verify this behavior.
