There's something strange going on in TestFileCreation:
{{xxxtestFileCreationNamenodeRestart}} has a javadoc indicating it should be
skipped, which was added way back when in 2006. But then there is
TestFileCreationNamenodeRestart, which exists simply to call this test case.
The history in HADOOP-281 isn't really clear why this was done.
