Fuse-dfs is actively supported and maintained, let's move it out of contrib to
src/main/native. Like snappy we should only build if the fuse-dev headers are
present so we don't introduce a new dependency.
Moving the code to src/main/native will help with improving the native build
and reviving the test (HDFS-3250).
