In HDFS-2026, Sanjay suggested that we add the namespaceID and clusterID as
part of the header information in image and edits files. We can then verify
that the namespace info matches the VERSION info before loading any such file.
This would prevent any accidental mixing of transactions between two clusters
(either by virtue of HDFS bugs or by operational mistakes).
