The HDFS permissions guide still refers to {{dfs.web.ugi}}, and there are some
vestiges in the code, but it no longer works post-security.
We should either remove the vestiges entirely and document the servletfilter
approach to securing the web UI, or preferably, we could make the
StaticUserWebFilter (HADOOP-6832) respect this configuration parameter
(possibly with deprecation).
