Provide build target to run just those tests not in ten-minute-test set

The 10-minute-test is turning out to be useful, but it would be good if once
you had passed it, you could run the remaining tests to get full test execution
without re-running the first set. Since our full test set currently takes
about 30 minutes, this would save about a third of the time. We should have a
target that runs the complement of the ten-minute-test set. ant run-the-rest?
