You need *something*, but it need not be Gtk.
Correct. That's when I meant to say.
GLUT and GLX will also work, and at least the former has a Haskell binding.
As far as I'm aware, GLUT isn't available for Windows. (Or rather, I
tried it once, and it wasn't happy at all. And after some Google
searching, I found it's not around any more.)
