The decision was about the _default_ setting (including 'pre-compiled' official binaries, which always use the defaults), and now this setting is UNICODE enabled. We will see how it works out, though I'd find it much better to resolve the UNICOWS.DLL stuff so that no one should need a non-default build to solve Win9x compatibility. Unfortunately no one commented.
