At all. Win9x doesn't support UNICODE.

There is way to solve it, but it's currently 
not developed to Harbour: unicows lib or opencows lib, 
you supply an extra .dll for your UNICODE app to 
run on Win9x.

There is a build-time switch, so it's possible to 
create a build which runs on Win9x.

We're discussing the default of this build-time switch.
